The Spectator: ‘I found Saddam’s WMD bunkers’

It’s a fair bet that you have never heard of a guy called Dave Gaubatz. It’s also a fair bet that you think the hunt for weapons of mass destruction in Iraq has found absolutely nothing, nada, zilch; and that therefore there never were any WMD programmes in Saddam’s Iraq to justify the war ostensibly waged to protect the world from Saddam’s use of nuclear, biological or chemical weapons.

Dave Gaubatz, however, says that you could not be more wrong. Saddam’s WMD did exist. He should know, because he found the sites where he is certain they were stored. And the reason you don’t know about this is that the American administration failed to act on his information, ‘lost’ his classified reports and is now doing everything it can to prevent disclosure of the terrible fact that, through its own incompetence, it allowed Saddam’s WMD to end up in the hands of the very terrorist states against whom it is so controversially at war.

Between March and July 2003, he says, he was taken to four sites in southern Iraq — two within Nasariyah, one 20 miles south and one near Basra — which, he was told by numerous Iraqi sources, contained biological and chemical weapons, material for a nuclear programme and UN-proscribed missiles. He was, he says, in no doubt whatever that this was true.

This was, in the first place, because of the massive size of these sites and the extreme lengths to which the Iraqis had gone to conceal them. Three of them were bunkers buried 20 to 30 feet beneath the Euphrates. They had been constructed through building dams which were removed after the huge subterranean vaults had been excavated so that these were concealed beneath the river bed. The bunker walls were made of reinforced concrete five feet thick.

A Pentagon official who confirmed the findings said that all the weapons were pre-1991 vintage munitions "in such a degraded state they couldn't be used for what they are designed for."

The official, who asked not to be identified, said most were 155 millimeter artillery projectiles with mustard gas or sarin of varying degrees of potency.

"We're destroying them where we find them in the normal manner," the official said.

In 2004, the US army said it had found a shell containing sarin gas and another shell containing mustard gas, and a Pentagon official said at the time the discovery showed there were likely more.

Report: Hundreds of WMDs Found in Iraq

WASHINGTON — The United States has found 500 chemical weapons in Iraq since 2003, and more weapons of mass destruction are likely to be uncovered, two Republican lawmakers said Wednesday.

"We have found weapons of mass destruction in Iraq, chemical weapons," Sen. Rick Santorum, R-Pa., said in a quickly called press conference late Wednesday afternoon.

Reading from a declassified portion of a report by the National Ground Intelligence Center, a Defense Department intelligence unit, Santorum said: "Since 2003, coalition forces have recovered approximately 500 weapons munitions which contain degraded mustard or sarin nerve agent. Despite many efforts to locate and destroy Iraq's pre-Gulf War chemical munitions, filled and unfilled pre-Gulf War chemical munitions are assessed to still exist."

"This says weapons have been discovered, more weapons exist and they state that Iraq was not a WMD-free zone, that there are continuing threats from the materials that are or may still be in Iraq," said Rep. Pete Hoekstra, R-Mich., chairman of the House Intelligence Committee.

The weapons are thought to be manufactured before 1991 so they would not be proof of an ongoing WMD program in the 1990s. But they do show that Saddam Hussein was lying when he said all weapons had been destroyed, and it shows that years of on-again, off-again weapons inspections did not uncover these munitions.

Documents Support Saddam-Taliban Connection

In this second of a three-part examination of a newly-released document captured in Iraq, Robison offers further evidence that in 1999 the Taliban welcomed "Islamic relations with Iraq" to mediate among the Taliban, the Northern Alliance and Russia, and that the Taliban reciprocated with an invitation to Iraqi officials to visit Afghanistan.

The document appears to be a notebook kept by an Iraqi Intelligence Service (IIS) agent, and apparently captured in 2003. The translation is provided by Robison's associate, known here as "Sammi." The notebook deals extensively with the meetings between a prominent Taliban supporter and former Saddam regime officials.

It is highly probable that the man in this meeting is Fazlur Rahman, a Pakistani cleric described in an article from the BBC Profile: Maulana Fazlur Rahman as "A pro-Taliban cleric in Pakistan... one of the two main contenders for the post of the country's prime minister." The BBC also said "Maulana Fazlur Rahman... is known for his close ties to Afghanistan's ousted Taliban regime."

Media mum on new evidence of Saddam's terror ties

Ask even news-savvy Americans what they know about Saddam’s plans to deploy suicide bombers against the West, and the most common response will be blank stares. Ditto for asking about how Saddam’s thugs trained thousands of terrorists from around the Arab world, right up through 2002.

Both stunning revelations surfaced recently, one in Congressional testimony last month and the other in the current issue of Foreign Affairs magazine. The Pentagon has known about these items on Saddam’s terrorist agenda since the end of 2003, which is when it received the after-action analysis report it had commissioned. (It served as the basis for the testimony and the magazine article.)

The CIA said if Saddam obtained enriched uranium, he could build a nuclear bomb in "several months to a year." Sabri said Saddam desperately wanted a bomb, but would need much more time than that.

Intelligence Summit to Air 'Saddam's WMD Tapes'

Saddam is currently on trial in Iraq for ordering the killings of more than 140 Shiite Muslims in 1982. One of his former military advisors and top generals, Georges Sada, has written a book titled: "Saddam's Secrets: How an Iraqi General Defied and Survived Saddam Hussein."

Sada, who is a national security adviser in Iraq's new government, alleges that in June 2002 Saddam transported weapons of mass destruction out of Iraq and into Syria aboard several refitted commercial jets, under the pretense of conducting a humanitarian mission for flood victims.

A Feb. 2 Cybercast News Service article quoted Jamal Ware, the communications director for Rep. Hoekstra as saying that "the chairman has read General Sada's book ... He will meet with General Sada to hear first-hand him laying out the case that this transferal may have happened." The New York Sun article from Feb. 7 indicated that Sada has since met with Hoekstra to talk about the issue.

After reassessing the administration's nine arguments for war, we do not see the conspiracy to mislead that many critics allege. Example: The accusation that Bush lied about Saddam Hussein's weapons programs overlooks years of global intelligence warnings that, by February 2003, had convinced even French President Jacques Chirac of "the probable possession of weapons of mass destruction by an uncontrollable country, Iraq." We also know that, as early as 1997, U.S. intel agencies began repeatedly warning the Clinton White House that Iraq, with fissile material from a foreign source, could have a crude nuclear bomb within a year.

Seventeen days before the war, this page reluctantly urged the president to launch it. We said that every earnest tool of diplomacy with Iraq had failed to improve the world's security, stop the butchery--or rationalize years of UN inaction. Who Is Lying About Iraq?

Among the many distortions, misrepresentations, and outright falsifications that have emerged from the debate over Iraq, one in particular stands out above all others. This is the charge that George W. Bush misled us into an immoral and/or unnecessary war in Iraq by telling a series of lies that have now been definitively exposed.

What makes this charge so special is the amazing success it has enjoyed in getting itself established as a self-evident truth even though it has been refuted and discredited over and over again by evidence and argument alike. In this it resembles nothing so much as those animated cartoon characters who, after being flattened, blown up, or pushed over a cliff, always spring back to life with their bodies perfectly intact. Perhaps, like those cartoon characters, this allegation simply cannot be killed off, no matter what.

Nevertheless, I want to take one more shot at exposing it for the lie that it itself really is. Although doing so will require going over ground that I and many others have covered before, I hope that revisiting this well-trodden terrain may also serve to refresh memories that have grown dim, to clarify thoughts that have grown confused, and to revive outrage that has grown commensurately dulled.

Post-Invasion Cache Could Have Been For Use in Weapons

BAGHDAD, Aug. 13 -- U.S. troops raiding a warehouse in the northern city of Mosul uncovered a suspected chemical weapons factory containing 1,500 gallons of chemicals believed destined for attacks on U.S. and Iraqi forces and civilians, military officials said Saturday.

Monday's early morning raid found 11 precursor agents, "some of them quite dangerous by themselves," a military spokesman, Lt. Col. Steven A. Boylan, said in Baghdad.

Boylan said the suspected lab was new, dating from some time after the U.S.-led invasion of Iraq in 2003.

U.S. military photos of the alleged lab showed a bare concrete-walled room scattered with stacks of plastic containers, coiled tubing, hoses and a stand holding a large metal device that looked like a distillery. Black rubber boots lay among the gear.

The suspected chemical weapons lab was the biggest found so far in Iraq, Boylan said. A lab discovered last year in the insurgent stronghold of Fallujah contained a how-to book on chemical weapons and an unspecified amount of chemicals.

Chemical weapons are divided into the categories of "persistent" agents, which wreak damage for hours, such as blistering agents or the oily VX nerve agent, and "nonpersistent" ones, which dissipate quickly, such as chlorine gas or sarin nerve gas.

The evidence we present below, compiled from revelations in recent months, suggests an acute case of denial on the part of those who dismiss the Iraq-al Qaeda relationship.

There could hardly be a clearer case--of the ongoing revelations and the ongoing denial--than in the 13 points below, reproduced verbatim from a "Summary of Evidence" prepared by the U.S. government in November 2004. This unclassified document was released by the Pentagon in late March 2005. It details the case for designating an Iraqi member of al Qaeda, currently detained in Guantanamo Bay, Cuba, as an "enemy combatant."

1. From 1987 to 1989, the detainee served as an infantryman in the Iraqi Army and received training on the mortar and rocket propelled grenades.
2. A Taliban recruiter in Baghdad convinced the detainee to travel to Afghanistan to join the Taliban in 1994.
3. The detainee admitted he was a member of the Taliban.
4. The detainee pledged allegiance to the supreme leader of the Taliban to help them take over all of Afghanistan.
5. The Taliban issued the detainee a Kalishnikov rifle in November 2000.
6. The detainee worked in a Taliban ammo and arms storage arsenal in Mazar-Es-Sharif organizing weapons and ammunition.
7. The detainee willingly associated with al Qaida members.
8. The detainee was a member of al Qaida.
9. An assistant to Usama Bin Ladin paid the detainee on three separate occasions between 1995 and 1997.
10. The detainee stayed at the al Farouq camp in Darwanta, Afghanistan, where he received 1,000 Rupees to continue his travels.
11. From 1997 to 1998, the detainee acted as a trusted agent for Usama Bin Ladin, executing three separate reconnaissance missions for the al Qaeda leader in Oman, Iraq, and Afghanistan.
12. In August 1998, the detainee traveled to Pakistan with a member of Iraqi Intelligence for the purpose of blowing up the Pakistan, United States and British embassies with chemical mortars.
13. Detainee was arrested by Pakistani authorities in Khudzar, Pakistan, in July 2002.

But there is so much of it, it is simply not credible that Saddam had no links with al Qaeda, even if he was not personally involved in 9/11. ABC News: U.S. Weapons Inspector Finishes Iraq Work

"After more than 18 months, the WMD investigation and debriefing of the WMD-related detainees has been exhausted," wrote Charles Duelfer, head of the Iraq Survey Group, in an addendum to the final report he issued last fall.

"As matters now stand, the WMD investigation has gone as far as feasible."

Among unanswered questions, Duelfer said a group formed to investigate whether WMD-related material was shipped out of Iraq before the invasion wasn't able to reach firm conclusions because the security situation limited and later halted their work. Investigators were focusing on transfers from Iraq to Syria.

No information gleaned from questioning Iraqis supported the possibility, one addendum said. The Iraq Survey Group believes "it was unlikely that an official transfer of WMD material from Iraq to Syria took place. However, ISG was unable to rule out unofficial movement of limited WMD-related materials."

New York Times - Iraqis Find Graves Thought to Hold Hussein's Victims

Investigators have discovered several mass graves in southern Iraq that are believed to contain the bodies of people killed by Saddam Hussein's government, including one estimated to hold 5,000 bodies, Iraqi officials say.

The graves, discovered over the past three months, have not yet been dug up because of the risks posed by the continuing insurgency and the lack of qualified forensic workers, said Bakhtiar Amin, Iraq's interim human rights minister. But initial excavations have substantiated the accounts of witnesses to a number of massacres. If the estimated body counts prove correct, the new graves would be among the largest in the grim tally of mass killings that have gradually come to light since the fall of Mr. Hussein's government two years ago. At least 290 grave sites containing the remains of some 300,000 people have been found since the American invasion two years ago, Iraqi officials say.

AP - Panel: Agencies 'Dead Wrong' on Iraq WMDs

In a scathing report, a presidential commission said Thursday that America's spy agencies were "dead wrong" in most of their judgments about Iraq's weapons of mass destruction before the war and that the United States knows "disturbingly little" about nuclear threats posed by many of its most dangerous adversaries.

The commission called for dramatic change to prevent future failures. It outlined 74 recommendations and said that President Bush could implement most of them without action by Congress. It urged Bush to give broader powers to John Negroponte, his choice to be the new director of national intelligence, to deal with any challenges to his authority from the CIA, Defense Department or other elements of the nation's 15 spy agencies.

It also called for sweeping changes at the FBI to combine the bureau's counterterrorism and counterintelligence resources into a new office.

The report was the latest tabulation of intelligence shortfalls documented in a series of investigations since the terror attacks of Sept. 11, 2001 against the United States. Numerous investigations have concluded that spy agencies had serious intelligence failures before the attacks.

The report implicitly absolves the administration of manipulating the intelligence used to launch the 2003 Iraq war, putting the blame for bad intelligence directly on the intelligence community.

"The daily intelligence briefings given to you before the Iraq war were flawed," it said. "Through attention-grabbing headlines and repetition of questionable data, these briefings overstated the case that Iraq was rebuilding its WMD programs."

Rep. Ike Skelton of Missouri, the top Democrat on the House Armed Services Committee, said the failures were widespread.

"I don't think you can blame any one person, although the buck does stop at the top of every one of these agencies," Skelton said. "But quite honestly, the fault is spread out across all the agencies."

The commission was formed by Bush a year ago to look at why U.S. spy agencies mistakenly concluded that Iraq had stockpiles of weapons of mass destruction, one of the administration's main justifications for invading in March 2003.

"We conclude that the intelligence community was dead wrong in almost all of its prewar judgments about Iraq's weapons of mass destruction," the report said. "This was a major intelligence failure."

The main cause was the intelligence community's "inability to collect good information about Iraq's WMD programs, it said, and serious errors in analyzing what information it could gather and a failure to make clear just how much of its analysis was based on assumptions rather than good evidence.

A presidential commission investigating weapons of mass destruction is highly critical of U.S. intelligence agencies' performance on Iran, North Korea and Libya and attempts to lay out what went wrong on Iraq, according to individuals familiar with the findings.

None of the 15 agencies is expected to be singled out as doing an exemplary job of collecting or assessing intelligence on weapons of mass destruction. The report from the nine-member panel led by Republican Laurence Silberman and Democrat Charles Robb is expected next week.

"I don't get the impression that one [agency] is better than the other," said Sen. John McCain, R-Ariz., and a member of the commission.

Individuals familiar with the report, who spoke only on the condition of anonymity, said the commission devoted significant time to dissecting what went wrong on the Iraq intelligence, including many issues that have been examined by internal government investigations and the Senate Intelligence Committee.

The commission, for instance, has reconsidered the issue of aluminum tubes. A National Intelligence Estimate on Iraq in October 2002 said that most intelligence agencies believed that Iraq's "aggressive pursuit" of high-strength aluminum tubes provided "compelling evidence" that the Saddam Hussein's regime was reconstituting its uranium enrichment effort and nuclear program.

In its report last summer, the Senate Intelligence Committee found that the Energy Department was more accurate in its assessment that Iraq sought the tubes for a conventional rocket program, not a nuclear program.

The Silberman-Robb commission also closely examined U.S. capability to understand the weapons of mass destruction, or WMD, programs of Libya, North Korea and Iran.

Libya has agreed to give up its efforts to develop such weapons of mass destruction and dismantle those it has. Iran and North Korea, however, remain significant hot spots for the United States. Intelligence operatives and analysts are not expected to get glowing marks on their abilities there.

Based on Bush's direction, the commission looked at the merits of creating a new intelligence center devoted to tracking WMD proliferation, as written in the intelligence overhaul law passed in December.

In contrast to the Sept. 11 commission, the WMD commission's work has been done largely behind closed doors, with only brief press releases about witnesses who appeared provided to the public.

McCain said he's learned much about the intelligence agencies and how they interact now and in the run-up to the Iraq invasion. He said he's gotten an understanding of the value of "human intelligence" — or traditional spying — and that the report was worth the $10 million Congress dedicated to it.

"I think questions had to be answered as to why we were so wrong," McCain said, referring to faulty intelligence on Iraq. "We needed to have recommendations as to how to prevent something like this from ever happening again."

Final drafts of the commission's report are now being circulated among the intelligence agencies for declassification. Historically, they have tried to use that process to keep secret some of the most embarrassing or critical details of investigative findings.

It's unclear how much of this report, which is expected to run hundreds of pages, will be available to the public. Commission spokesman Larry McQuillan said commissioners intend to release as much as possible.

N.Y. Times: Iraq Had WMD 'Stockpiles' in 2003

In a stunning about-face, the New York Times reported Sunday that when the U.S. attacked Iraq in March 2003, Saddam Hussein possessed "stockpiles of monitored chemicals and materials," as well as sophisticated equipment to manufacture nuclear and biological weapons, which was removed to "a neighboring state" before the U.S. could secure the weapons sites.

The U.N.'s Monitoring, Verification and Inspection Commission [UNMOVIC] "has filed regular reports to the Security Council since last May," the paper said, "about the dismantlement of important weapons installations and the export of dangerous materials to foreign states."

"Officials of the commission and the [International] Atomic Energy Agency have repeatedly called on the Iraqi government to report on what it knows of the fate of the thousands of pieces of monitored equipment and stockpiles of monitored chemicals and materials."

Last fall, IAEA director Dr. Mohamed ElBaradei confirmed that "nuclear-related materials" had gone missing from monitored sites, calling on Iraqi officials to start the process of accounting for the missing stockpiles still ostensibly under the agency's supervision.

Quoting Sami al-Araji, Iraq's deputy minister of industry since the 1980s, the Times said:

"It appeared that a highly organized operation had pinpointed specific plants in search of valuable equipment, some of which could be used for both military and civilian applications, and carted the machinery away."

Calling the operation "sophisticated," Dr. Araji said the removal effort featured "cranes and the lorries, and they depleted the whole sites," adding, "They knew what they were doing."

The top Iraqi defense official said equipment capable of making parts for missiles as well as chemical, biological and nuclear arms was missing from 8 or 10 sites that were the heart of Iraq's WMD program.

Dr. Araji said that if the equipment had left the country, its most likely destination was a neighboring state.

The United Nations, worried that the nuclear material and equipment could be used in clandestine bomb production, has been hunting for it throughout the Middle East, largely unsuccessfully, the Times said.

We've just received an incredibly powerful reminder of why we went to war with Saddam Hussein. No, I'm not talking about the election. Iraq's election was an epochal event, and it certainly did bear out one of the key reasons for invading Iraq. But I am talking about today's front page story in The New York Times confirming the likelihood that Libya received materials for its nuclear program from North Korea. The core reason for our invasion of Iraq was to prevent Saddam from developing a nuclear bomb. While our troops did find nuclear facilities in Iraq, they were far less developed than our intelligence had led us to believe. Yet now it turns out that the danger of Saddam Hussein obtaining nuclear weapons was greater than we believed, not less. Our best estimates at the time was that Saddam might be able to develop a nuclear weapon in about five years, give or take a couple of years. There was also the danger that things were more advanced than that. Now it appears that had he not been taken out, Saddam could have obtained nuclear materials from North Korea and easily jump-started his program. Worse, if North Korea has already produced, or will soon produce, numerous finished nuclear weapons, there is the possibility that it will sell finished weapons to terrorists and rogue states. Had Saddam been left in place, he might easily have been able to buy a finished nuke from the Koreans within a shorter time-frame than Kenneth Pollack worried that he could develop nukes on his own. After all, we already know that Saddam purchased missiles from the North Koreans. So this evidence that North Korea has already crossed the red line of exporting nuclear material is a huge development. It shows that the war in Iraq was absolutely justified. It also shows that the axis of evil is really an axis–they cooperate. More important, the Korea news shows that we've still got a terrible problem with WMDs and terror. The Democrats' attempt to discredit this war has been deeply mistaken. The truth is, the war was a first and necessary step to avert the terrible nuclear danger we still face.

Iraq Watch - Accounting for Iraqi Weapons

This November, Iraqi security forces and the U.S. military found chemicals and bomb-making literature at two houses in Fallujah. One residence housed a chemical and bomb-making factory, while the other contained bomb-making and chemical-weapon material, including ammonium nitrate and military explosives used to make roadside and vehicle bombs. The chemical labs contained directions on how to make anthrax and the blood agent hydrogen cyanide.

Forces also discovered a large cache of weapons in and around a mosque in Fallujah. Small arms, artillery shells, heavy machine guns, antitank mines, mortar systems, rocket-propelled grenades, recoilless rifles and parts of surface-to-air weapons systems were among the items found.

These revelations came in the wake of a report by Charles Duelfer, head of the Iraq Survey Group (ISG), released on October 6 on the status of Iraq's mass destruction weapon programs, and amid concerns about the looting of key material at unguarded weapon sites across Iraq.

Mr. Duelfer's report -- and his subsequent testimonies -- presented a mountain of detail about Saddam's weapon efforts. Among his key findings were:

* Iraq had no stockpiles of illicit weapons nor any active program to make such weapons.

* Iraq did, however, maintain a breakout potential, that is the capability and know-how to rebuild WMD after sanctions were lifted.

* Iraq did not live up to its U.N. obligations. U.N. violations included undeclared equipment, materials and laboratories, procurement, and work on long-range missiles and drones.

* Escaping sanctions was Saddam's foremost goal, after regime survival, and Iraq worked actively at this task -- with great success.

* Years of inspections and sanctions succeeded in causing Iraq to abandon its weapon programs and in causing the progressive decay of its infrastructure for making more weapons, especially nuclear weapons.

* Yet sanctions and inspections were untenable over time -- sanctions had eroded greatly and Iraq developed a vast procurement network with which to circumvent them.

* This network included many entities and tarnished the reputations of many countries -- among them Belarus, China, Lebanon, France, Jordan, Poland, Russia, Syria, Turkey, Ukraine, the United Arab Emirates and Yemen, not to mention U.S. firms not named due to the Privacy Act. These entities helped Iraq make $11 billion in clandestine profits, as well as find and procure banned items.

* The ISG cannot yet determine if any WMD-related items crossed the border in the traffic to Syria and others in early 2003, but Duelfer's judgment is that no "militarily significant stocks" existed or were transferred.

* Evidence was systematically destroyed before the ISG could get in, but actual WMD items may not have been destroyed at that time.

* The ISG's remaining tasks are: to examine a new stash of documents and investigate new leads on potential hide sites.

On Nuclear Weapons:

* There is no evidence Iraq sought uranium in Niger or elsewhere after 1991.

* Iraq did try to keep nuclear scientists together. Some of these had retained documents and technology, but this did not amount to an active program.

On Biological Weapons:

* No evidence of mobile labs was found.

* Iraq destroyed most of its stocks in the early 1990s and abandoned its program by 1995.

* There is no evidence of ongoing BW work, but there is more uncertainty in BW than any other weapon program.

* Iraq retained some limited seed stock.

* There was no evidence of smallpox stock.

On Chemical Weapons:

* Iraq retained no stockpile or production program, but much dual-use equipment remains in Iraq.

* Iraq had a real breakout capability, and the timeline was shortened by skimming from the oil-for-food program, which helped Iraq rebuild its dual-use infrastructure.

* Iraq could have produced significant stocks of mustard agent in three to six months, and nerve agent within two years.

On Missile/Delivery Systems:

* Iraq violated the U.N. limit on missile range (150 km) with the Al Samoud 2 missile, and it had "plans or designs for three long-range ballistic missiles with ranges from 400 to 1,000 kilometers, and for a 1,000 km cruise missle." None of these latter missiles was in production, and only one went beyond the design phase.

* Iraq also used SA-2 components, which was expressly forbidden by the United Nations.

* Iraq seemed to draw a line between this missile work and what it deemed WMD-relevant activity; it did not work on warheads. It did work on propulsion, fuel and guidance.

* Iraq probably did not retain any Scuds after 1991.

* Iraq was buying components and technology for its missile efforts in contravention of sanctions, especially after the 1998 departure of U.N. inspectors. In particular, Iraq received missile help from or negotiated with North Korea, Russia, Poland, and Serbia/Montenegro.

* Iraq had done work on UAVs that also violated the 150 km range limit, but there was no evidence these were for use with mass destruction weapons.

U.S. inspectors have ended their search for weapons of mass destruction in Iraq in recent weeks, a U.S. intelligence official told CNN.

...Charles A. Duelfer, who headed the Iraq Survey Group's search for WMD in Iraq, has returned to Iraq and is working on his final report, the official said.

..."The hunt for WMD will continue under whatever authority is in charge, right now the Iraqi interim government," he said.

In October, Duelfer released a preliminary report finding that in March 2003 -- the United States invaded Iraq on March 19 of that year -- Saddam did not have any WMD stockpiles and had not started any program to produce them.

The Iraq Survey Group report said that Iraq's WMD program was essentially destroyed in 1991 and Saddam ended the country's nuclear program after the 1991 Gulf War.

The report found that Iraq worked hard to cheat on United Nations-imposed sanctions and retain the capability to resume production of weapons of mass destruction at some time in the future. (Full story)

A Pentagon official who publicly disclosed information showing Russian involvement in moving Iraqi weapons out of that country has been dismissed.

John A. Shaw, the deputy undersecretary of defense for international technology security and formerly an aide to Defense Secretary Donald H. Rumsfeld, was forced to leave his position Dec. 10 as the result of a "reorganization" that eliminated his job, defense officials said.

Mr. Shaw said he had been asked to resign for "exceeding his authority" in disclosing the information, a charge he called "specious."

In October, Mr. Shaw told The Washington Times that he had received foreign intelligence data showing that Russian special forces units were involved in an effort to remove Saddam Hussein's weapons of mass destruction in the weeks before the U.S.-led invasion of Iraq began in March 2003.

In a letter to Mr. Rumsfeld, Mr. Shaw said that information about the covert Russian role in moving Iraqi arms to Syria, Lebanon and possibly Iran was discussed during a meeting that included retired Air Force Lt. Gen. James Clapper, head of the National Geospatial Intelligence Agency; the head of Britain's MI6 intelligence service; and the head of a foreign intelligence service that he did not name.

The Pentagon office was conducting "research focused on analyzing Russian documents to determine the pattern of acquisition and dispersal of weaponry in the pre-war period," Mr. Shaw said in the Dec. 3 letter. A copy was obtained by The Washington Times.

The Defense Intelligence Agency has been fully briefed on the Russian covert arms removal, and Mr. Shaw expected additional information from foreign sources to produce more details, he wrote to Mr. Rumsfeld.

Reports of the Russian role in dispersing Iraqi arms made news during the final days of the presidential election campaign, at a time when the Bush administration was being criticized for failing to secure tons of Iraqi high explosives that could be used in developing nuclear arms.

After Mr. Shaw's disclosures, the Pentagon released spy satellite photographs of Iraqi weapons facilities that showed truck convoys at the plants, apparently in preparation to move materials. Further corroborating Mr. Shaw's account, a Russian newspaper reported that two retired Russian generals had received awards from Saddam's government 10 days before the coalition assault on Iraq began.

Mr. Shaw directed a Pentagon program called the Iraq Technology Transfer List that identified foreign weapons and technology discovered in Iraq after the March 2003 invasion.

Iraqi soldiers have discovered chemical materials in a Falluja lab, while a top aide of wanted terrorist Abu Musab al-Zarqawi has been arrested in Mosul, Iraq's interim national security adviser said Thursday.

...Iraq's interim National Security Adviser Kasim Dawood announced discovery of the lab with chemical materials which he said was "manufacturing death, intoxication and assassination."

"We have also discovered in this laboratory a pamphlet and instructions showing how to manufacture explosives and toxins," Dawood said. "And they also talk about the production of anthrax."

In Washington, a U.S. military official confirmed that materials found in the laboratory included instructions for making anthrax, as well as formulas and ingredients for making explosives and chemical blood agents.

Also found in the lab were hydrochloric acid and sodium cyanide, which can be used to make the blood agent hydrogen cyanide, the military official said.

A U.S. military spokesman in Falluja downplayed the discovery, saying "there is no indication right now that (the chemicals) were being used to produce chemical weapons."

"They were, however, being used to make improvised explosives," the spokesman said Wednesday, as he showed slides of the chemicals and a book containing chemical formulas. "There were many formulas on how to make explosives and how to make different types of poison."

Shaw, the deputy undersecretary of defense for international technology security, said in an interview that he believes the Russian troops, working with Iraqi intelligence, "almost certainly" removed the high-explosive material that went missing from the Al-Qaqaa facility, south of Baghdad.

"The Russians brought in, just before the war got started, a whole series of military units," Mr. Shaw said. "Their main job was to shred all evidence of any of the contractual arrangements they had with the Iraqis. The others were transportation units."

Mr. Shaw, who was in charge of cataloging the tons of conventional arms provided to Iraq by foreign suppliers, said he recently obtained reliable information on the arms-dispersal program from two European intelligence services that have detailed knowledge of the Russian-Iraqi weapons collaboration.

Most of Saddam's most powerful arms were systematically separated from other arms like mortars, bombs and rockets, and sent to Syria and Lebanon, and possibly to Iran, he said.

The Russian involvement in helping disperse Saddam's weapons, including some 380 tons of RDX and HMX, is still being investigated, Mr. Shaw said.

The RDX and HMX, which are used to manufacture high-explosive and nuclear weapons, are probably of Russian origin, he said.

In an earlier post summarizing the Iraq War, why we went and what we've found, I gave five reasons why military action was justified:

1. to rid a sworn enemy of his WMD programs

2. to respond to the Iraqi dictator's funding and harboring of terrorists

3. to enforce the terms of a cease fire and 14 years of related UN resolutions

4. to prevent further human suffering and exhume the mass graves

5. to promote freedom and democracy in the Middle East

But did President Bush ever offer these five reasons, in the same place and at the same time before the war, or did the Administration's justification for war change again and again after they found our WMD intelligence was flawed, as critics charge?

President Bush's biggest speech on Iraq was given to the United Nations on Sept 12, 2002. Below are excerpts from that speech, and as you can see, they each fit into the categories listed above. In this speech, George W. Bush offers each one of these factors as reasons for military action in Iraq.

I'll let him explain, in his own words: "In one place -- in one regime -- we find all these dangers, in their most lethal and aggressive forms, exactly the kind of aggressive threat the United Nations was born to confront."

1. "the Iraqi regime agreed to destroy and stop developing all weapons of mass destruction and long-range missiles, and to prove to the world it has done so by complying with rigorous inspections. Iraq has broken every aspect of this fundamental pledge."

2. "Our greatest fear is that terrorists will find a shortcut to their mad ambitions when an outlaw regime supplies them with the technologies to kill on a massive scale... If the Iraqi regime wishes peace, it will immediately end all support for terrorism and act to suppress it, as all states are required to do by U.N. Security Council resolutions."

3. "To suspend hostilities, to spare himself, Iraq's dictator accepted a series of commitments. The terms were clear, to him and to all. And he agreed to prove he is complying with every one of those obligations. He has proven instead only his contempt for the United Nations, and for all his pledges. By breaking every pledge -- by his deceptions, and by his cruelties -- Saddam Hussein has made the case against himself."

4. "Last year, the U.N. Commission on Human Rights found that Iraq continues to commit extremely grave violations of human rights, and that the regime's repression is all pervasive. An NBCNEWS crew embedded with troops moved in to secure the Al-Qaqaa weapons facility on April 10, 2003, one day after the liberation of Iraq.

According to NBCNEWS, the HMX and RDX explosives were already missing when the American troops arrived.

It is not clear why the NYTIMES failed to inform readers how the cache had been missing for 18 months -- and was reportedly missing when troops first arrived.

The TIMES left the impression the weapons site had been looted since Iraq has been under US control.

[a]ll ballistic missiles with a range greater than 150 kilometres and related major parts, and repair and production facilities[.]" One might think that what the Times describes as "powerful conventional explosives--used to … make missile warheads" were a fairly "related major part" of ballistic missiles.

In addition, with respect specifically to nukes, Iraq was required "not to acquire or develop nuclear weapons or nuclear-weapons-usable material or any subsystems or components[,]" and, to the extent it had such items, present them for "urgent on-site inspection and the destruction, removal or rendering harmless as appropriate of all items specified above." Again, a detonator would seem to be a fairly important component of a nuclear bomb.

Several hundred tons of conventional explosives were looted from a former Iraqi military facility that once played a key role in Saddam Hussein's efforts to build a nuclear bomb, the U.N. nuclear agency told the Security Council on Monday.

A "lack of security" resulted in the loss of 377 tons of high explosives from the sprawling Al-Qaqaa military installation about 30 miles south of Baghdad, said Mohamed ElBaradei, head of the International Atomic Energy Agency, or IAEA.

...The letter informed the IAEA that since Sept. 4, 2003, looting at the Al-Qaqaa installation south of Baghdad had resulted in the loss of 214.67 tons of HMX, 155.68 tons of RDX and 6.39 tons of PETN explosives.

HMX and RDX can be used to demolish buildings, down jetliners, produce warheads for missiles and detonate nuclear weapons. HMX and RDX are key ingredients in plastic explosives, such as C-4 and Semtex -- substances so powerful that Libyan terrorists needed just 1 pound to blow up Pan Am Flight 103 over Lockerbie, Scotland, in 1988, killing 170 people.

ElBaradei's cover letter to the council said that the HMX had been under IAEA seal and that the RDX and PETN were "both subject to regular monitoring of stock levels."

"The presence of these amounts was verified by the IAEA in January 2003," he said.

At the Pentagon, an official who monitors developments in Iraq said U.S.-led coalition troops had searched Al-Qaqaa in the immediate aftermath of the March 2003 invasion and confirmed that the explosives, which had been under IAEA seal since 1991, were intact. The site was not secured by U.S. forces, the official said, speaking on condition of anonymity.

Here's the list of 'some things we know for certain.' Which of these are demonstrably wrong, Bob?

Points two and three are correct -- you can't even argue those facts. As for points one, four and five: Hussein had hidden weapons capabilities that were not disclosed to inspectors. That would include the nuclear centrifuge parts in the scientist's back yard, all the thousands of pages of documents on weapons programs we uncovered, the strains of biological agents, the sarin bomb and even the prohibited conventional weapons we discovered, among other things. As far as his ties to terrorism, they are plentyful, even though the 9/11 commission found these ties not to be "formal."

Bob, here is a raw summary of why these three points still stand. Incidentally, I drafted that summary in August, which by the way comes after April. And there are posts before and after it, as well, in the archives.

Now, seeing as how everything here is linked and referenced, I see no need for "corrections" of my own. If you have information that is relevant to this topic and contradicts anything you see here, by all means pass it along, but the odds are that I've already linked it.

I was just on the BBC World Service providing a minority view on Charles Duelfer's report--The Comprehensive Report of the Special Advisor to the DCI on Iraq's WMD.

Preceding me were Scott Ritter, David Kay and some British academic whose name I don't recall.

The basic spin of all them--and that of the moderator--was that Duelfer has now proved beyond the shadow of a doubt that Saddam Hussein didn't have Weapons of Mass Destruction (WMD), wasn't an imminent threat and, therefore, that Saddam should have been left alone, the war is a crock, Bush and Blair misled us, etc., etc.

In the days ahead, FDD's Andrew Apostolou will provide a rather different interpretation at some length and in some detail. But for right now here are some key points he and I would have you keep in mind as you discuss this issue in the media or at your local pub or at dinner with your wife and the twins:

**The case for war was that Saddam was violating numerous UN resolutions as well as the ceasefire agreement he had signed as a condition for being left in power.

**The onus was not on the US or even the inspectors to prove that Saddam had stockpiles of WMD. The onus was on Saddam to account for the anthrax and VX and other weapons he had in the past -- and had used in the past, against the Kurds, among others.

**The onus was on Saddam to account for his WMD and the equipment used to make them, and to destroy them in a verifiable manner. Saddam refused to do so.

**There was never any doubt about Saddam's malevolent intentions. The question was about his capabilities. It would have been irresponsible, post-9/11, to simply cross our fingers and hope he didn't have the capabilities to match his intentions --- especially since every intelligence agency of any reputation--US, British, French, even those of Jordan and Egypt--believed Saddam retained not only the capability to make WMD but also existing WMD stockpiles.

**Stockpiles are not really the issue anyway. Rolf Ekeus, the first and most effective head of UNSCOM, wrote (July 2003 in The Washington Post) that the focus on stockpiles is "a distortion and trivialization of a major threat to international peace and security." Ekeus is not a neo-con. He's a Swedish Social Democrat.

***Saddam never gave up his nuclear ambitions. Mahdi Obeidi, his former chief nuclear scientist wrote in The New York Times on September 26: "Our nuclear program could have been reinstituted at the snap of Saddam Hussein's fingers." Obeidi added: "Iraqi scientists had the knowledge and the designs needed to jumpstart the program if necessary."

**Duelfer has found that French, Chinese and Russian companies were involved in the corruption of the Oil-for-Food program. It appears clear that money that Saddam skimmed from that program--money that should have purchased baby formula for Iraqi children--went instead to purchasing prohibited materials and missile components instead.

**Duelfer's report shows that Saddam Hussein was a threat and that he retained the intent and capability to make WMD--as soon as he thought it safe for him to do so. He was importing illegal military and dual-use goods for that purpose.

**It probably would have been safe for Saddam to get back to WMD production soon. UN sanctions were eroding and increasingly ineffective.

**The Duelfer report shows Saddam Hussein, through illicit streams, amassed about $11 billion in revenue from the early 1990s to 2003 outside U.N.-approved methods.

**Saddam created a network of front companies and relationships to help pursue the regime's military reconstitution efforts, and evade or end U.N. sanctions;

Final point: Saddam had WMDs. Saddam used WMDs. The question is what did he do with his WMDs?

Did he secretly and illegally destroy them? Did he hide them? Did he transfer them? Did he do whatever he did three years before the US liberation of Iraq? Or three weeks before American troops were on the ground?

These mysteries remain.

CIA: Saddam intended to make arms if sanctions ended

In a final report to be made public Wednesday, investigators will conclude that Saddam Hussein didn't possess stockpiles of weapons of mass destruction at the time of the U.S.-led invasion of Iraq.

Based in part on interviews with Saddam, the report from the CIA-led Iraq Survey Group also will conclude that he wanted to acquire weapons of mass destruction because he believed they kept the United States from going all the way to Baghdad during the first Gulf War.

The report also will find that Iraq made strenuous efforts to evade U.N. sanctions and pursued an aggressive strategy to try to get them lifted, which included subverting the U.N. oil-for-food program, the senior administration officials said -- adding that the report will name names of individuals and countries that illegally did business with Saddam.

Other U.S. officials confirmed to CNN Tuesday that the report from the Iraq Survey Group will cite evidence that Iraq's intelligence agency used clandestine labs to manufacture small quantities of biological weapons in recent years, although probably for use in assassinations, rather than mass casualty attacks.

John Edwards used those words--and others like them--several times throughout his debate with Dick Cheney. "They diverted resources from the people who attacked us," Edwards said. The Bush Administration took its "eye off the ball."

Edwards didn't always feel this way. On October 10, 2002, John Edwards explained his vote to authorize the war in Iraq this way: "Others argue that if even our allies support us, we should not support this resolution because confronting Iraq now would undermine the long-term fight against terrorist groups like al Qaeda. Yet, I believe that this is not an either-or choice. Our national security requires us to do both, and we can."

On September 12, 2002, Edwards said this: "The terrorist threat against America is all too clear. Thousands of terrorist operatives around the world would pay anything to get their hands on Saddam's arsenal, and there is every reason to believe that Saddam would turn his weapons over to these terrorists. Washington Post: Report discounts Iraqi arms threat

The government's most definitive account of Iraq's arms programs, to be released today, will show that Saddam Hussein posed a diminishing threat at the time the United States invaded and did not possess, or have concrete plans to develop, nuclear, chemical or biological weapons, U.S. officials said yesterday.

A senior U.S. government official said that the report includes comments Hussein made to debriefers after his capture that bolster administration assertions, including his statement that his past possession of weapons of mass destruction "was one of the reasons he had survived so long." He also maintained such weapons saved his government by halting Iranian ground offensives during the Iran-Iraq war and deterred coalition forces from pressing on to Baghdad during the 1991 Persian Gulf War, the official said.

The official also said that Duelfer's Iraq Survey Group had uncovered Iraqi plans for ballistic missiles with ranges from 400 to 1,000 kilometers and for a 1,000-kilometer-range cruise missile, farther than the 150-kilometer range permitted by the United Nations, the senior official said.

The official said Duelfer will tell Congress in the report and in testimony today that Hussein intended to reconstitute weapons of mass destruction programs if he were freed of the U.N. sanctions that prevented him from getting needed materials.

Duelfer's report said Hussein was pursuing an aggressive effort to subvert the international sanctions through illegal financing and procurement efforts, officials said. The official said the report states that Hussein had the intent to resume full-scale weapons of mass destruction efforts after the sanctions were eliminated, and details Hussein's efforts to hinder international inspectors and preserve his weapons of mass destruction capabilities.

The report includes page after page of names of individuals and companies -- many from China, Russia and France -- that had traded illegally with Iraq in ways that could have furthered the development of nuclear weapons, the senior government official said. The State Department began briefing the named governments on the report yesterday, the official said.

The Bush administration has held out the possibility that illicit weapons and their components were secreted by Hussein across the border into Syria. This may still be true, but Duelfer's team did not find any proof to support this notion, the official said. "They have no evidence of this," the official said. "It's an unresolved issue." Syria denies it aided the hiding of illicit materials.

The report also includes an investigation of a broad range of subjects that are either loosely or not at all connected to weapons of mass destruction, a foreign intelligence official said. These include Iraq's conventional weapons programs, evidence of corruption and abuse in the U.N.-monitored oil-for-food program, and dual-use equipment -- which could be used for either peaceful or military programs -- that U.N. inspectors may not have been aware of.

Democrat John Edwards and Vice President Dick Cheney stretched the findings of U.S. intelligence to their own ends Tuesday night in tangling over Saddam Hussein's alleged ties to al Qaeda.

Edwards said the connection between Saddam and the terrorist network was minimal or nonexistent; Cheney asserted Saddam's Iraq "had an established relationship with al Qaeda."

Both statements mask what intelligence sources have said. The contacts were limited and sketchy, mostly Iraqi intelligence agents and al Qaeda operatives, and did not amount to state sponsorship of al Qaeda or any link to the September 11 attacks, U.S. intelligence officials have said.

But the recent Senate Intelligence Committee report on flawed Iraqi intelligence did conclude that the CIA reasonably assessed there probably were several contacts between Iraq and al Qaeda throughout the 1990s, although they did not add up to a formal relationship.

CIA Report Finds No Conclusive Zarqawi-Saddam Link

A CIA report has found no conclusive evidence that former Iraqi President Saddam Hussein harbored Abu Musab al-Zarqawi, which the Bush administration asserted before the invasion of Iraq.

Iraqi intelligence documents, confiscated by U.S. forces and obtained by CNSNews.com, show numerous efforts by Saddam Hussein's regime to work with some of the world's most notorious terror organizations, including al Qaeda, to target Americans. They demonstrate that Saddam's government possessed mustard gas and anthrax, both considered weapons of mass destruction, in the summer of 2000, during the period in which United Nations weapons inspectors were not present in Iraq. And the papers show that Iraq trained dozens of terrorists inside its borders.

One of the Iraqi memos contains an order from Saddam for his intelligence service to support terrorist attacks against Americans in Somalia. The memo was written nine months before U.S. Army Rangers were ambushed in Mogadishu by forces loyal to a warlord with alleged ties to al Qaeda.

Other memos provide a list of terrorist groups with whom Iraq had relationships and considered available for terror operations against the United States.

Among the organizations mentioned are those affiliated with Abu Musab al-Zarqawi and Ayman al-Zawahiri, two of the world's most wanted terrorists. Zarqawi is believed responsible for the kidnapping and beheading of several American civilians in Iraq and claimed responsibility for a series of deadly bombings in Iraq Sept. 30. Al-Zawahiri is the top lieutenant of al Qaeda chief Osama bin Laden, allegedly helped plan the Sept. 11, 2001 terrorist strikes on the U.S., and is believed to be the voice on an audio tape broadcast by Al-Jazeera television Oct. 1, calling for attacks on U.S. and British interests everywhere.

A senior government official who is not a political appointee provided CNSNews.com with copies of the 42 pages of Iraqi Intelligence Service documents. The originals, some of which were hand-written and others typed, are in Arabic. CNSNews.com had the papers translated into English by two individuals separately and independent of each other.

There are no hand-writing samples to which the documents can be compared for forensic analysis and authentication. However, three other experts - a former weapons inspector with the United Nations Special Commission (UNSCOM), a retired CIA counter-terrorism official with vast experience dealing with Iraq, and a former advisor to then-presidential candidate Bill Clinton on Iraq - were asked to analyze the documents. All said they comport with the format, style and content of other Iraqi documents from that era known to be genuine.

The senior government official and source of the Iraqi intelligence memos, explained that the reason the documents have not been made public before now is that the government has "thousands and thousands of documents waiting to be translated.

"It is unlikely they even know this exists," the source added.

The government official also explained that the motivation for leaking the documents, "is strictly national security and helping with the war on terrorism by focusing this country's attention on facts and away from political posturing.

NY Times - Skewed Intelligence Data in March to War in Iraq

Mr. Cheney told a group of Wyoming Republicans the United States had "irrefutable evidence" - thousands of tubes made of high-strength aluminum, tubes that the Bush administration said were destined for clandestine Iraqi uranium centrifuges, before some were seized at the behest of the United States.

The tubes quickly became a critical exhibit in the administration's brief against Iraq.

In response to questions last week about the tubes, administration officials emphasized two points: First, they said they had relied on the repeated assurances of George J. Tenet, then the director of central intelligence, that the tubes were in fact for centrifuges. Was Iraq a potential threat to the United States and the world? Threat is always a matter of perception, but our nuclear program could have been reinstituted at the snap of Saddam Hussein's fingers. The sanctions and the lucrative oil-for-food program had served as powerful deterrents, but world events - like Iran's current efforts to step up its nuclear ambitions - might well have changed the situation.

Iraqi scientists had the knowledge and the designs needed to jumpstart the program if necessary. And there is no question that we could have done so very quickly. In the late 1980's, we put together the most efficient covert nuclear program the world has ever seen. In about three years, we gained the ability to enrich uranium and nearly become a nuclear threat; we built an effective centrifuge from scratch, even though we started with no knowledge of centrifuge technology. Had Saddam Hussein ordered it and the world looked the other way, we might have shaved months if not years off our previous efforts.

So what now? The dictator may be gone, but that doesn't mean the nuclear problem is behind us. Even under the watchful eyes of Saddam Hussein's security services, there were worries that our scientists might escape to other countries or sell their knowledge to the highest bidder. This expertise is even more valuable today, with nuclear technology ever more available on the black market and a proliferation of peaceful energy programs around the globe that use equipment easily converted to military use.

Hundreds of my former staff members and fellow scientists possess knowledge that could be useful to a rogue nation eager for a covert nuclear weapons program.

Drafts of a report from the top U.S. inspector in Iraq conclude there were no weapons stockpiles, but say there are signs the fallen Iraqi President Saddam Hussein had dormant programs he hoped to revive at a later time, according to people familiar with the findings.

In a 1,500-page report, the head of the Iraq Survey Group, Charles Duelfer, will find Saddam was importing banned materials, working on unmanned aerial vehicles in violation of U.N. agreements and maintaining a dual-use industrial sector that could produce weapons.

Duelfer also says Iraq only had small research and development programs for chemical and biological weapons.

Seems correct so far, minus the headline. This is basically what the last weapons report stated. See link at right.

After a year and a half in Iraq, however, the United States has found no weapons of mass destruction - its chief argument for overthrowing the regime.

Zap! Wrong.

Duelfer's report, however, is expected to fall between the position of the Bush administration before the war - portraying Saddam as a grave threat - and the declarative statements Kay made after he resigned.

Where will it fall relative to John Edwards' statement that Iraq was an "imminent threat," I wonder.

Saddam Hussein periodically removed guards on the Syrian border and replaced them with his own intelligence agents who supervised the movement of banned materials between the two countries, U.S. investigators have discovered.

The recent discovery by the Bush administration's Iraq Survey Group (ISG) is fueling speculation, but is not proof, that the Iraqi dictator moved prohibited weapons of mass destruction (WMD) into Syria before the March 2003 invasion by a U.S.-led coalition.

Two defense sources told The Washington Times that the ISG has interviewed Iraqis who told of Saddam's system of dispatching his trusted Iraqi Intelligence Service (IIS) to the border, where they would send border inspectors away.

The shift was followed by the movement of trucks in and out of Syria suspected of carrying materials banned by U.N. sanctions. Once the shipments were made, the agents would leave and the regular border guards would resume their posts.

The physicist who ran Iraq's nuclear weapons program for 25 years before the U.S. liberation claimed on Wednesday that Saddam Hussein gave up his nuclear ambitions in 1991 - even though the Iraqi dictator maintained a 500-ton stockpile of uranium and kept his nuclear research team intact right up until March 2003.

In his first-ever broadcast interview, Jaffar Dhia Jaffar told the BBC that Saddam's al Tuwaitha nuclear weapons research facility was heavily damaged in the first Gulf War.

"Everything was destroyed, such that the program couldn't be restarted at the time at all, and it never restarted," he claimed.

Jafar also failed to address findings by the Senate Intelligence Committee, which concluded last month:

"Iraq was procuring dual use equipment that had potential nuclear applications."

The Senate's investigation found that, "Iraq had kept its cadre of nuclear weapons personnel trained and in positions that could keep their skills intact for eventual use in a reconstituted nuclear program."

The Iraqi physicist declined to challenge the testimony of top U.S. weapons inspector Charles Duelfer, who told Congress in March that Iraq had been "preserving and expanding its knowledge to design and develop nuclear weapons" throughout the 1990s.

One al Tuwaitha laboratory, Duelfer said, "was intentionally focused on research applicable for nuclear weapons development."

Duelfer's contentions were bolstered by satellite photos published in the Washington Post in 2002 that showed new construction at the sprawling 23,000-acre facility.

In early March, Iraq's top two nuclear scientists decided to speak publicly about their country's banned weapon programs. While presenting a coauthored paper at a conference in Beirut, the "father" of Iraq's nuclear program, Jaffar Dhia Jaffar, admitted that Iraq tried to hide its weapon efforts when U.N. inspectors arrived in early 1991. But he claimed that all weapons of mass destruction (WMD) and weapon material were destroyed that summer. On the sidelines of the conference, Noman Saad al-Noaimi, a former director-general of Iraq's nuclear program, told the Associated Press that in his "personal estimation" Iraq was three years away from producing a nuclear bomb before the 1991 war. Both scientists said they were certain that Iraq did not revive any of its WMD programs after 1991.

During the conference, Jaffar called for a probe into what was known by U.N. inspectors before the U.S.-led invasion in 2003. According to Jaffar, the inspectors had concluded that Iraq was free of nuclear weapons, but failed to declare this frankly to the U.N. Security Council because of U.S. pressure.

The man some regard as the father of Iraq's nuclear weapons program never aspired to the title, according to former colleagues now living in the West. Hussein used imprisonment and torture to persuade the British-trained physicist to help him in his quest to become the Arab world's first nuclear-armed head of state.

Among his punishments: being forced to watch as guards broke the back of an elderly man and left him to suffer in Jaffar's presence. "He recanted and returned to work," Hamza, a former subordinate, wrote in "Saddam's Bombmaker."

The deputy head of Iraq's atomic energy agency ultimately took command of Iraq's secret "Petrochemical-3" unit, which ran clandestine programs to enrich uranium for nuclear weapons. At its height, the unit employed more than 20,000 people and cost an estimated $10 billion.

After his jailhouse conversion in the early 1980s, Jaffar promised to deliver Hussein a nuclear weapon within 10 years. By Western estimates he came very close -- perhaps as near as a few months -- when the program was disrupted by the outbreak of war in 1991.

"Why did he mislead America about how he would go to war? Why has he not brought other countries to the table in order to support American troops in the way that we deserve it and relieve a pressure from the American people?

More than 900 American troops have been killed in Iraq since the U.S.-led invasion in March 2003 that deposed Saddam. No WMD arsenal has been found, although a few aging gas shells have been located, and U.S. inspectors have said Iraq tried to conceal some weapons-related research from U.N. weapons inspectors.

Information found in Iraq led federal investigators to become suspicious of an Albany, N.Y., mosque leader, FOX News has learned.

Last summer, U.S. troops discovered Yassin Muhhiddin Aref's name, telephone number and address in a book left behind in a vacated terrorist training camp, a U.S. official told FOX News. The book also revealed that Ansar al-Islam, the group running the camp, had given Aref a title: "the commander."

Aref also made several telephone calls to individuals in Iraq within the past year, the official said.

Aref, 34, is the Imam of the Masjid As-Salam mosque in Albany, N.Y. He and one other mosque leader were arrested Thursday and charged with helping an undercover informant posing as a weapons dealer who was plotting to buy a shoulder-launched missile that would be used to kill the Pakistani ambassador in New York City.

Earlier on Thursday, law enforcement officials said the men had possible ties to Ansar al-Islam, which has been linked to Usama bin Laden's Al Qaeda terror network. However, that link was not noted in court documents.

Ansar al-Islam has claimed responsibility for a series of bombings, kidnappings and killings in Iraq, and has ties to the U.S.-led coalition's most-wanted terrorist there, Abu Musab al-Zarqawi.

Highlights of ties to Al Qaida and terrorist activities known thus far:

1. papers found in Iraqi intelligence headquarters documented the beginnings of Saddam's relationship with al-Qaida. Iraq offered to pay all travel and hotel expenses for a top aide to Osama bin Laden visited Iraq in 1998, bearing a message from bin Laden. The aide stayed in Iraq for a week, after which Iraq intelligence officers sent a message back to bin Laden concerning "the future of our relationship."

2. According to Czech intelligence, 9/11 suspect Mohammed Atta met with Iraqi intelligence agents in Prague

3. In his address to the United Nations on February 5, 2003, Secretary of State Colin Powell named Abu Musab Al-Zarqawi's presence in Iraq as evidence of a "sinister nexus between Iraq and the al Qaeda terrorist network." Zarqawi was in Iraq before the war began and is currently leading the terrorists efforts against coalition forces there.

4. in December 2003, US forces operating in the Sunni Triangle discovered an Iraqi weapons cache accompanied by Al Qaida literature and videotapes, according to CNN

5. in January 2004, a senior Al Qaida operative Hassan Ghul was captured, as was Husam al Yemeni, who is also a terrorist with ties to Al Qaida

6. Abu Nidal was a known terrorist who was harbored by Saddam Hussein and was responsible for the deaths of several American citizens. Iraq's coalition government claims it has uncovered documentary proof that Mohammed Atta was trained by Nidal in Baghdad, in the summer of 2001.

7. The Defense Department has a memo detailing over 50 contacts between senior officials in Iraq and Osama bin Laden's followers going back to the 1980s

8. There are U.S. satellite photos confirming the existence of a Boeing 707 fuselage in Salam Pak, Iraq, that was used as a hijacking classroom.

9. In February 2004, U.S. troops arrested seven militants believed linked to Al Qaeda in the Iraqi city of Baqouba.

10. Ramzi Yousef, an Iraqi, was the architect of the 1993 World Trade Center bombing. He arrived in America on an Iraqi passport.

Since Saddam wasn't interested, the report says, nothing came of the contacts. But by the next year, Saddam, struggling under increasing pressure from the United States, appeared to have changed his mind, and there were more talks:
In mid-1998, the situation reversed; it was Iraq that reportedly took the initiative. In March 1998, after Bin Ladin's public fatwa against the United States, two al Qaeda members reportedly went to Iraq to meet with Iraqi intelligence. In July, an Iraqi delegation traveled to Afghanistan to meet first with the Taliban and then with Bin Ladin. Sources reported that one, or perhaps both, of these meetings was apparently arranged through Bin Ladin's Egyptian deputy, Zawahiri, who had ties of his own to the Iraqis. But the report contains several gaping holes with respect to the Iraq-al Qaeda relationship. Its overview of the 1993 bombing of the World Trade Center makes no mention of Abdul Rahman Yasin, an Iraqi who has admitted mixing the chemicals for that attack. And in seeking to rule out any Iraqi involvement in the September 11 attacks, the panel allowed its conclusions to race ahead of the available evidence by relegating the intriguing story of Ahmed Hikmat Shakir, an Iraqi present at a key 9/11 planning meeting, to a single, dismissive footnote.

OTHER PARTS of the report and the public statements of commissioners do, however, broaden the public understanding of the Iraq-al Qaeda relationship. Taken together, they render laughable the arguments of those who still maintain there was "no connection."

Of particular interest are assessments of the Clinton administration and former White House counterterrorism official Richard Clarke, whose credibility is reaching Joe Wilson lows. It was Clarke who famously declared on March 21, 2004: "There's absolutely no evidence that Iraq was supporting al Qaeda. Ever."

The report notes that the Clinton Justice Department included the Iraq-al Qaeda connection in its spring 1998 sealed indictment of Osama bin Laden. That indictment came before the al Qaeda attacks on U.S. embassies in East Africa--after which numerous Clinton officials cited an Iraqi connection to the al Shifa pharmaceutical plant in Khartoum, destroyed by the United States in response to those al Qaeda attacks.

The commission's report says bin Laden "explored possible cooperation with Iraq during his time in Sudan, despite his opposition to [Saddam] Hussein's secular regime. Bin Laden had in fact at one time sponsored anti-Saddam Islamists in Iraqi Kurdistan.

"The Sudanese, to protect their own ties with Iraq, reportedly persuaded bin Laden to cease this support and arranged for contacts between Iraq and al Qaeda."

A senior Iraqi intelligence officer reportedly made three visits to Sudan, finally meeting bin Laden in 1994.

Bin Laden is said to have requested space to establish training camps, as well as assistance in procuring weapons, but Iraq apparently never responded.

"There have been reports that contacts between Iraq and al Qaeda also occurred after bin Laden had returned to Afghanistan, but they do not appear to have resulted in a collaborative relationship," the report said.

"Two senior bin Laden associates have adamantly denied" any relationship, the report said.

The panel also dismissed reports that Atta met with an Iraqi intelligence officer in the Czech Republic on April 9, 2000. "We do not believe that such a meeting occurred."

The report said that Atta was in Virginia on April 4 -- evidenced by video that shows him withdrawing $8,000 from an ATM -- and he was in Florida by April 11 if not before.

The report also found that there was no "convincing evidence that any government financially supported al Qaeda before 9/11" other than the limited support provided by the Taliban when bin Laden arrived in Afghanistan.

The special report by former top civil servant Robin Butler on British prewar intelligence found gaps in reporting on Iraq's weapons and also disclosed new details of terrorist activities of al Qaeda associate Abu Musab Zarqawi, who is leading attacks in post-Saddam Hussein Iraq.

Iraqi security reportedly discovered three missiles carrying nuclear heads concealed in a concrete trench northwest of Baghdad, official sources said Wednesday.

The missiles wer found in trenches near Saddam's hometown of Tikrit, discovered after Iraqi security captured Baath party official Khoder al-Douri, who revealed their location.

The report could not be authenticated by the interior ministry or the national security department, but the paper noted Iraqi Foreign Minister Hoshiar Zibari made a surprise request recently to Mohammed el-Baradei, head of the International Atomic Energy Agency, to resume inspections for weapons of mass destruction in Iraq.

Iraq Interior Ministry Says Report on Nukes 'Stupid'

Iraq Uranium Claim Gets Some Support

It was one of the first signs that the intelligence used to go to war in Iraq was wrong: White House repudiation of 16 words in last year's State of the Union speech that had suggested Saddam Hussein tried to buy uranium in Africa. Yet even as two recent reports sharply criticized prewar intelligence, they also suggested President Bush's claim may not have been totally off-base.

A British report concluded that Bush's statement and a similar one by Prime Minister Tony Blair were "well-founded." In his speech, Bush had attributed the uranium claim to the British government.

A Senate Intelligence Committee report found inadequate evidence that deposed Iraqi President Saddam had been rebuilding his nuclear weapons program. It cited various reports, however, that Iraq had sought uranium in Africa. Thus, although Bush cited only British evidence that was determined to have been inconclusive, other intelligence files clearly contained other inconclusive evidence of the truth of the claim.

That claim came under scrutiny after the International Atomic Energy Agency determined that documents purportedly showing Iraq buying uranium from Niger were fake. After Wilson's op-ed appeared, the White House said including the 16 words in the State of the Union was a mistake because the assertion was not well enough corroborated to merit mention in a State of the Union speech. The British have maintain consistently that their intelligence was not based on the forged documents.

But the Senate committee disclosed other intelligence suggesting that Iraq was pursuing uranium.

The committee cited separate reports received from foreign intelligence services on Oct. 15, 2001, and Feb. 5, 2002, and March 25, 2002. The State Department doubted the accuracy of the reports, but the CIA and Defense Intelligence Agency had more confidence in them.

Though Wilson reported to U.S. officials there was "nothing to the story" that Niger sold uranium to Iraq, the CIA and DIA were intrigued by one element of his trip. Wilson had said a former prime minister of Niger, Ibrahim Mayaki, mentioned a visit from an Iraqi delegation in 1999 that expressed interest in expanding commercial ties with Niger, the world's third largest producer of mined uranium. Mayaki believed this meant they were interested in buying uranium.

The British inquiry said it was generally accepted that Iraqi officials visited Niger in 1999, and there was intelligence from several sources that the visit was to acquire uranium. "Since uranium constitutes almost three-quarters of Niger's exports, the intelligence was credible," the report said.

The Senate committee also described various reports about Iraqi attempts to buy uranium from French, British and unidentified foreign governments.

An internal CIA memo from June 17, 2003, said, "We no longer believe there is sufficient other reporting to conclude that Iraq pursued uranium from abroad."

British intelligence received reports ahead of the Iraq war saying Jordanian militant Abu Musab al-Zarqawi seeded Baghdad with ''sleeper cells'' to attack U.S.-led forces, and that he may have received chemical and biological weapons from northern Iraq.

The information, released as part of a review of British intelligence, comes as the Iraqi government said Thursday that it sees signs of increasing coordination in the insurgency between al-Qaida-linked terrorist groups and the remains of Saddam Hussein's Baathist regime.

Dozens, perhaps hundreds, of pro-Taliban fighters possibly linked to al-Qaida fled the U.S.-led war in Afghanistan after Sept. 11 and made their way to northern Iraq, where they linked up with Ansar al-Islam, a local group that controlled a small enclave on the Iranian-Iraqi border, according to intelligence reports and analysts.

Al-Zarqawi is believed to have been part of that group and to have had a role in the running of Ansar al-Islam in northern Iraq during 2002.

U.S. and British aircraft pounded the Ansar base, which was within the Kurdish zone, for days at the start of the Iraq war before U.S. and allied Kurdish forces entered the area.

Before the war, U.S. officials said they had evidence that Ansar had tested chemical and biological weapons at the site. The new British intelligence report notes the same thing.

U.S. forces later searched the area for traces of poisons and toxins but there were no reports of any chemical or biological weapons found. It is not clear if the toxins and poisons were destroyed in the attack.

The correction is incorrect. The president never even "suggested that such a link"--the referent is an "operational link"--existed.

How many terrorist groups have "established formal relationships" with their state sponsors? State sponsors often--but not always--prefer to keep their terrorist connections loose and informal so that they might avoid detection, deniability being a major goal of states that use terrorists to do their dirty work.

The Senate Intelligence Committee language is important for another reason: Documents from the Iraqi Intelligence service do suggest an "established relationship," just not "an established formal relationship." A report in the June 25, 2004, New York Times, was based on an internal Iraqi Intelligence document: When bin Laden left the Sudan in 1996, according to the Iraqi Intelligence document, Iraqi Intelligence began "seeking other channels through which to handle the relationship, in light of [bin Laden's] current location." The report also indicates that bin Laden "had some reservations about being labeled an Iraqi operative" and that "cooperation between the two organizations should be allowed to develop freely through discussion and agreement."

The Iraqis themselves, then, talked about the connection with al Qaeda in terms of the "relationship" and "cooperation." At the same time, bin Laden was reluctant to formalize the relationship.

Does the lack of an "established formal relationship" preclude cooperation? Not according to bin Laden. The same internal Iraqi Intelligence document reports that bin Laden "requested joint operations against foreign forces" based in Saudi Arabia.

The salient news in the Senate Intelligence Committee report is this: all you have been hearing about "he lied to us" and "they cooked the books" is a lot of partisan nonsense.

The 511-page Senate report concluded this: Nobody in the White House or the Pentagon pressured the C.I.A. to change an intelligence analysis to conform to the judgment that the world would be a safer place with the monstrous Saddam overthrown.

Ah, second-guessers say, but what about "groupthink"? Before Gulf War I, the consensus held that Saddam was five to 10 years away from producing a nuclear bomb, but when we went in, we discovered that his W.M.D. were less than six months away.

Today, as Election Day approaches, groupthink has swung back again, to this: Saddam not only had no terror weapons, but he had little or nothing to do with Al Qaeda — therefore, our liberation of Iraq was a waste of lives and money.

Strange, considering how the nation's interest is riveted on this week's report on our Iraqi intelligence mistakes, how little interest was shown in the Senate Intelligence Committee's extensive report on the terrorist attack on the U.S.S. Cole in October 2000, which cost the lives of 17 American sailors.

The committee's staff director tells me that the 35-page document was disseminated to the intelligence community, but was never made public by Bob Graham, a Democrat who was chairman then. No reporter agitated for a copy until I just did.

If the committee was sharply critical of the C.I.A. in 2002, why wasn't the public alerted to the failures that led to the Cole bombing — and why wasn't action taken to shake up the place then?
